Karen McElhaney is the Executive Director for the Center for Abuse and Rape Emergencies, Inc. (C.A.R.E.) and has been the Executive Director since 2016. C.A.R.E.’s mission is to help victims of domestic violence, sexual assault and other violent crimes in Charlotte County. C.A.R.E. has served Charlotte County as their only certified dual victim services center for over 40 years.

C.A.R.E. offers wrap around services, meaning we don’t just address one need- we support the whole person. Some of our core services include: 24/7 Crisis Hotline & Emergency Response; Emergency Shelter & Safety Planning; Advocacy Services; Counseling & Support Groups and Basic Needs Support. Every service we provide is free, confidential and focused on helping survivors move from crisis to stability—and ultimately to independence throughout Charlotte County.

Karen and C.A.R.E. are proud to announce the opening of their new childcare center December 2025 for survivor families. Children are now cared for in a safe, nurturing environment, while parents attend appointments, counseling, job interviews, or court hearings—without the added stress or expense. C.A.R.E. where we provide help, healing and hope in Charlotte County.
